A licence covers 20 reps and 6 console seats. Three of the four products are sold per licence, so a floor of eighteen reps and a floor of two cost the same. Self-billing is the exception: it is charged per rep, because that is what it produces an invoice for. Past 20 reps you take a second licence.
What a licence holds
Anybody who signs in to do recruitment work takes one of the six.
Growing from two reps to twenty costs nothing more. The twenty-first is what takes you to a second licence.
An invite past your allowance is recorded and allowed. You get a notice, not a wall, and the change is written to the audit log.
